A Pat Quinn blast from the past
Oh the joys old files can bring.
Looks like someone already contemplated Pat Quinn as governor ...
In 1993, state Rep. Dan Rutherford, a downstate Republican, put together a report for House Republican leader Lee Daniels of Elmhurst. Rutherford was the top Republican on the House Constitutional Officers Committee. The report dealt with all the legislation state Treasurer Pat Quinn was filing with lawmakers.
Rutherford's report covered
*74 bills introduced; if the average cost per bill introduced is $5,000, the cost to taxpayers for the bill introduction is $370,000
*If all bills were to become law, the Total Fiscal Impact would be $48 million
*The Total Debt Impact would be $174 million
*Would create 8 new Funds for Illinois
*Would create 20 New Boards, Councils, Authorities or Task Forces
*Would place the Treasurer on 5 additional existing Authorities, Agencies or Boards.
Rutherford's conclusion (my emphasis added to the good part):
Having once championed the downsizing of the Illinois House, Treasurer Quinn is dramaticaly increasing the size of State Government with this legislative package. I'm not sure why he would want to run for Governor, if all of his legislation goes into law, the Office of Treasurer would almost be as powerful as Governor."
