Former federal prosecutor turned Gov. Pat Quinn ethics guru Patrick Collins took his ethics reform report roadshow to the Daily Herald editorial board Tuesday afternoon. Springfield staffer Nicole Milstead participated via phone and asked some pretty good questions. For instance, she noted that Collins had said state agencies such as the State Board of Elections lack the resources to carry out current, if not added, enforcement duties. At the same time, Illinois faces a $12 billion deficit and the governor wants to raise taxes. Milstead's question: How many more people are you going to need to ensure the state can enforce all these ethics laws? The answer: Two. So it seems a stack of ethics laws and two new state workers are all that stand between Illinois and an ethical future.
