The state Board of Higher Education just sent out an email that contains a memo from Gov. Pat Quinn informing people he'll sign the legislation that specifically authorizes him to spend money on spring semester Monetary Award Program grants to college students.

The relevent portion:

I will sign Senate Bill 1180 at the James R. Thompson Center in Chicago on
Sunday, October 18, 2009 at 1:30pm. The signing is open to the public, and
I hope you will be able to join us.

Sincerely,

Pat Quinn,
Governor

College Grants/Early Intervention

Here is an idea.....Join the military like I did to pay for your college and get college while enlisted as well as when you get out. Take the money saved and put it back in the system to pay Early Intervention providers who help special needs children. Your system is three months behind and for myself and others who served our country THEN paid for college, we would have money to take care of our families and children. I don't know any other employer who can just say, "We don't have the money" and get away with it for three months without a lawsuit.
