NEW: Kirk video on Illinois credit downgrade

U.S. Senator Mark Kirk this morning released a video calling for "decisive bipartisan action" to improve the state's credit rating. This is the third video released by the Highland Park Republican, recovering at home from a stroke, in recent months - and an indication of the senator's increasing workload.
